Windsor council approves new billing terms for town attorney; hourly rate rises to $250

The Windsor Town Council on July 14 approved revised compensation terms for contract town attorney Fred D. Taylor, eliminating the $2,000 monthly retainer and moving to a flat $250 hourly rate for all legal services. Town Manager William Saunders IV recommended the change and said the request "should not cause a budget impact for FY27 unless extraordinary hours are required."
Saunders told council that the existing May 1, 2022 agreement provided a $2,000 monthly retainer representing 10 hours of service at $200 per hour, with additional hours billed at $200. Attorney Taylor requested that the retainer be removed and that all hours be billed at $250 per hour. Councilman Marlin Sharp moved to accept the renegotiated compensation and Vice Mayor David Adams seconded (Motion #9).
