The Willows Planning Commission reviewed a comprehensive rewrite of Title 18 (the city's zoning ordinance), asked for multiple clarifications and corrections, and voted to adopt a resolution recommending the City Council approve the amended ordinance. Commissioners probed language about the 'city manager or designee,' the role of a hearing officer, penalty provisions, setbacks, parking and mobile food standards; staff and the consultant agreed to incorporate the changes before forwarding the package to council.
"The intent of tonight's meeting is to follow-up from when we met last Wednesday. Included in tonight's staff report is the final ordinance with its new formatting," consultant Amy Rasek told the commission. At the close of deliberations the commission moved and seconded a resolution recommending council approval "with the corrections that were noted," and the motion passed by voice vote. Commissioners also retracted an inadvertent announcement of a public hearing and asked staff to amend the resolution to read 'public meeting' for the planning commission record while noting the city council will hold the formal hearings for ordinance adoption.
