"He expects by the end of August or early September to be done with them," staff said of the applicant's plans. Commissioners pressed staff on whether the commission could set a shorter extension since the applicant expects near-term completion; staff replied the code allows up to a year but noted that 'substantial progress' (for example, submitting plans) can justify ending the extension early. The motion passed by voice vote.
