Councilor Heath outlined Asch’s background—38 years in the trade, experience as a private contractor, and prior temporary service in the role—saying Asch had proven an asset to the building department.
The council also approved job description changes for the city’s Human Resources Director and Youth Services Director upon unanimous committee recommendation. Additionally, the council authorized a new Transfer Station Safety Program Development and Compliance Coordinator position in the Health Department to address expanded safety guidelines; the role will be funded by reducing hours of a currently vacant transfer‑station monitor position and will not add net new cost to the budget.
Councilors said the changes are administrative steps intended to strengthen compliance and oversight while keeping costs in check. The measures were moved, seconded and adopted with no further debate.
