Council debates timing of rail-trail and community center as Memorial Park upgrades proceed

"I'd like the $5,400,000 for the rail trail in 2027," the mayor said, adding that donors may fund much of that work. Other councilmembers pushed back, saying a community center is a recurring community request and argued for feasibility studies so the city can consider bonding or staged work. Staff noted building projects require feasibility studies, design work and potential bonding and that borrowing capacity is constrained.
Council members also emphasized programmatic investment: one member said they preferred to expand community programs rather than build a facility that could sit underused without proper programming. Staff said the recreation director will appear at the June 1 meeting to present a needs assessment and that a feasibility study or concept phase could be added to the capital program to scope costs and options.
