Councilor Mac said staff are preparing required documentation and that the city is redirecting $122,000 in CDBG funding from a previously planned fire electrical upgrade to the senior‑center abatement work where eligible. The finance committee supported both moves and the council approved the measures by roll call or unanimous voice votes.
Councilors noted the need for an owner's project manager (OPM) on the Waterford work; Councilor Brooks welcomed the OPM allocation as a cost‑effective oversight step. Councilor Hegland said rescinding portions of prior reappropriations pauses non‑critical capital work while higher‑priority needs are met.
