Council sends professional-development oversight ordinance to first printing after debate over process

Councilor Hegland presented Ordinance 11862 to set minimum requirements for professional development and travel requests citywide, including a written application listing total cost, purpose and benefit and quarterly reporting to Council by the city auditor. The measure would codify a process the finance committee and HR director have already been piloting and was sent to first printing for further review.
During discussion Councilor Brooks said he did not plan to support the ordinance as written because, he said, many PD expenses are paid from a consolidated mayoral account and that existing review processes already provide oversight. The mayor explained the consolidated approach was intended to avoid timing problems with registrations and credit-card payments when Council did not meet between a registration deadline and an event. Councilor Mac and other members noted the HR pre‑form and auditor tracking as operational mitigations and supported the ordinance as a foundation to improve transparency. The motion to send the ordinance to its first printing passed on voice vote.
Councilors agreed the 1st/2nd printing process gives them the opportunity to request operational clarifications before second printing and final vote.
