Mayor Webster opened the Feb. 10 meeting and the council proceeded to consider the consent agenda. A request was made to vote consent items individually. Councilwoman LaBelle recused herself from a payroll item that related to her. That vote initially resulted in a 2–2 tie and failed.
Councilwoman Hawkins moved to reconsider the failed payroll vote; the motion to reconsider carried. After the agenda was itemized, the separated payroll check was put to vote again with LaBelle recused and the motion carried. The Clement Trust payment, which had been paid based upon a prior-month resolution, was also separated from the consent agenda and approved.
