Lieutenant Michael Confield retires; four officers sworn in to higher ranks

Beacon’s City Council paused regular business Monday to recognize a leadership change at the Beacon Police Department. Lieutenant Michael Confield, who the chief described as the department’s second in command and a central figure in hiring and training, is retiring after roughly 17–18 years of service. “I am positive I am leaving Beacon better than I found it,” Confield told the council as he thanked colleagues and family.
Chief Thomas Figlio led the ceremony and described Confield’s role supervising hiring, coordinating outside training, handling civilian complaints and participating on the traffic safety committee. The council presented a plaque; a Dutchess County legislator also offered a proclamation thanking Confield for his service.
The council and police leadership used the occasion to make four promotions. Thomas Durkin, previously a detective sergeant, was sworn in as lieutenant after supervising the detective division and managing cases including a recent murder investigation. Sergeant Alyssa Rudden and Detective Ryan Samuels were promoted to lieutenant and sergeant, respectively, with the chief noting Rudden’s work on the youth academy and Rudden’s training credentials. Officer Jonathan Underwood was promoted to detective; staff said Underwood had filled in on detective duties while a detective was on parental leave and received community commendations for work during a fatal house fire.
The council and county officials offered congratulations. No policy changes or budgetary actions were tied to the promotions at the meeting.
