South Weber City Council adopts playing-field lease policy with 75% resident-team rule

The South Weber City Council voted to adopt Resolution 25-32, establishing a Recreation Playing Field Lease Policy that creates guidelines for leasing city playing fields to private clubs and teams. Councilman Joel Dills clarified the policy’s core exemption: "If a team has 75% of its participants from South Weber City, this will not affect them." Councilman Wayne Winsor added that the policy includes a list of fields that require leasing and there was discussion about signage at field sites and making the reservation system easy to access.
City Manager David Larson noted there is already an online reservations system in place to manage field reservations. The policy is intended to ensure fair access, equitable use, and maintenance of public playing fields while allowing private clubs to lease space where appropriate. Councilman Jeremy Davis moved to approve Resolution 25-32 and Councilman Winsor seconded; Mayor Pro Tem Petty called a roll call and Council Members Davis, Dills, Petty and Winsor voted aye.
The resolution formalizes criteria for leasing, affirms a first-come, first-served element for reservations and identifies the specific fields that may be subject to leases. The council did not record additional amendments during the Nov. 18 vote.
