Community Development Manager Lance Evans told the council that current city code does not specifically address shipping or cargo containers, creating uncertainty about where and how they may be used. The proposed amendment adds standards that distinguish permanent from temporary container use, identifies allowable zoning districts, and sets placement, screening and duration requirements.
Councilman Jeremy Davis moved to approve Ordinance 2025-19; Councilman Joel Dills seconded and the ordinance passed by roll call. Staff said the change is intended to protect neighborhood character, ensure safety and preserve property values while providing clear rules for businesses and residents who use containers for storage.
