Board hears groundwater rise data and hears that Phase 3 may be needed for grant eligibility

David told the board that groundwater wells show persistent high groundwater after recent storms and that consecutive events can raise the water table substantially. "We saw the water table rise 2.5 feet," he said when describing recent back-to-back storm events.
Board members noted that some flood projects provide conveyance only and therefore don’t score for water-quality benefits; several members said including infiltration or water-quality components (as in Phase 3) improves grant eligibility. David said staff will develop a watershed action plan to position the town for grants tied to water-quality outcomes and pair shorelines projects with stormwater work when possible.
