Council adopts Resolution 25-32 requiring leases for some nonresident field use

The South Weber City Council on Nov. 18 adopted Resolution 25-32, a new recreation and field-lease policy aimed at reserving priority for resident teams and requiring larger outside users to lease fields and carry insurance.
"Very simply put, if you are a resident or you have a residential team, which means that you've got about 75% of the people that are on your team actually live here in South Weaver, you're you're not gonna be affected by it," Councilmember Ed Smith (S2) said while describing the policy's protections for local teams. Smith added that the policy is intended to prevent outside clubs and businesses from regularly occupying public fields without contribution toward maintenance and scheduling.
Staff (Dave, S3) said the city already has an online reservation system for some facilities and proposed adding on-site signage and clearer reservation displays so users know when a field is reserved. "We do have an online reservation system already in place, where you can call the FAC and and reserve fields," Dave said, and staff said they would explore signage and a website capability to show reserved times.
The council moved the resolution, held a roll-call voice vote and the chair announced, "Motion passes 4 to 0." The policy identifies a list of city fields covered by the rule and directs staff to implement reservation signage and reservation-tracking measures; the resolution text and implementation schedule were not specified in detail during the meeting.
