Planning staff proposed a reorganization of subdivision rules to prevent repeated unreviewed lot splits and to control driveway proliferation on county roads. Under the draft, lot divisions of five lots or fewer would remain an administrative matter in AR only in limited cases, but any split would require review before recording; no parcel could be split more than five times in a five-year period without being treated as a major subdivision.
The draft also bans flag lots and measures lot width at the road frontage (front property line) so that new AR lots must have 200 feet of road frontage. Commissioners and staff discussed the intent to require internal streets for subdivisions over five lots to preserve road safety and limit driveway density along county roads.
