A broker for the city’s benefits program presented a proposed change to the health-plan funding method at the May 28 meeting and answered council questions about member costs and city exposure. The presenter said the change would not alter coverage levels for members but would change how the city funds certain services; he urged employees to work with city staff ("Enzo at the city") and Gallagher if they receive unexpected bills so claims flow through MVP as intended.
The presenter identified himself in the meeting as a broker with Gallagher Benefit Services Inc. and was addressed by another speaker as "John." He told council that the renewal negotiation with MVP produced an 8.9% medical-rate increase and that, when pharmacy is factored in, the overall budget rate was competitive with market trends. The broker summarized modeled exposure, saying projections showed roughly 65–70% of the total live bill in reimbursements for the city under many scenarios and that a worst-case where everyone met deductibles would add about $16,000 in costs — far lower than historic self-funded spikes the presenter described as $500,000–$600,000.
During Q&A councilors pressed on which services the funding change would affect. The presenter said it targets services that currently carry a $0 co-pay (he cited surgeries, inpatient hospital care and emergency/diagnostic care as examples) and that services that already collect a co-pay would see "no change." He emphasized the change must be processed through MVP for the mechanism to work and said the city’s broker and staff would help members resolve claims issues.
On the consent calendar the council approved Resolution 2526-206, authorizing execution of agreements with MVP Healthcare for health insurance and health-spending-account administrative services for the period July 1, 2026, through June 30, 2027. The consent resolution passed on the clerk’s roll call without additional debate.
