Council debates sale of condemned 20–22 Main Street after developer presentation

The common council introduced Resolution 25-26-212 to sell 20–22 Main Street to PropCo LLC for $500 and heard a detailed presentation from the prospective buyer.
Mike Upta, identifying himself as a principal of 5 Corners Development and the Edward Street project, said his team has completed preliminary structural and design assessments and is requesting a six-month design-development period. “We've been in there with our structural engineer. We've been in there with our architects. We've been in there with the city engineer,” Upta said, adding the project relies on tax-credit awards and a reimbursable Restore New York grant that would be paid after the certificate of occupancy is issued.
Several councilmembers pushed back on whether rehabilitation is feasible. One member summarized the structural report and described the building as “condemned” and “structurally beyond repair,” questioning whether a $1,000,000 reimbursement would cover the full cost of bringing the property back to code. The developer replied that his budget and bids are in place and that the project team will stop the project if design development reveals fatal flaws.
Members noted the council lacked a full complement required for final approval and agreed to withdraw or delay the vote until a later meeting. The resolution was introduced and discussed but not finally carried at this session.
