County and city reintroduce Building Home program to move land to builders for new housing

Planning and Development presented a joint ordinance to reauthorize and modernize the Homestead program as the Building Home Program. John Zena described the approach as a way to transfer surplus public land to qualified builders who commit to constructing new housing with contractual timelines and clawbacks if projects are not completed.
Rashida Jones of the Black Coalition for Housing and other community stakeholders said they participated in crafting the implementation concept and urged inclusion of anti-displacement protections and developer support for small and emerging firms. Commissioners requested follow-up material on anchor-neighborhood designations and a continued engagement process; the committee gave the measure a favorable recommendation on first reading with staff and community partners continuing to refine implementation policies.
