Commission backs $1.316 million sewer rehabilitation contract funded by state ARPA water-infrastructure grant

A Shelby County committee on April 30 recommended approval of a $1,316,000 construction contract to support a sewer rehabilitation project funded through the State American Rescue Plan (ARPA) water infrastructure grant program.
Chris Mason of Shelby County Engineering told commissioners that the project will replace multiple aging lift stations — "20 plus" year-old equipment — and eliminate one station by rerouting flows to a newer City of Memphis gravity line, which Mason said will ‘‘significantly reduce our costs for maintenance.’’ Mason also noted the contractor is both a minority-owned and locally owned small business; county staff said local funds previously spent on design and program management will be applied toward the 15% match calculated under the state formula. The resolution appropriates $1,316,000 (including an extra work allowance of $120,000).
Commissioners pressed for technical details — how often stations are fully replaced and how long parts have been patched — and staff said some components have been patched since installation but full replacements have not occurred. The committee recorded aye votes from Commissioners Sugarman, Mills, Bradford, Morrison and Brooks, with the motion carried and the item advancing with a favorable recommendation.
