Rob explained staff recommendations to amend the comprehensive plan map to change the portion in question from park/recreation/open space to low‑medium density residential with an urban reserve, and to rezone the area back from C3 to R5 (urban single‑family residential) with an urban land holding overlay. "There was an error when the Barnes Prairie Wetland Bank was created back in 2021, which applied the C3 zoning district onto the property 1909 91st Street," Rob said.
The board approved Ordinance 25‑46 (comprehensive plan amendment) by roll call and then approved Ordinance 25‑47 (zoning map amendment) by voice vote, returning the parcel to residential designations and directing staff to update maps accordingly.
