Financial advisory council says few feasible cuts exist; urges protecting town pool

The town’s financial advisory council told the board that most of the town’s expenditures are fixed and that the few discretionary lines that remain — notably the town camp and pool — provide substantial community value and should be preserved if at all possible.
“We deem that an essential part of Ankrum's character and of Ankrum's brand,” the budget officer said of the pool and camp during the presentation. (Transcript spelling of the town name varies; the official name is Ancram.) The council emphasized that cutting small items such as newsletters or charging modest fees for programs would raise only marginal revenue and would not address the multi-hundred-thousand-dollar shortfall identified in the forecast.
The advisory council walked the board through options: (1) cut salaries (constrained by union contracts, especially in the highway department); (2) reduce insurance or benefits (practical limitations); (3) reduce highway services (mowing, plowing) or (4) cut discretionary recreation programs. The officers warned that most of these options would either be legally difficult, politically undesirable, or provide only negligible savings.
Board members noted the piercing tradeoffs and asked staff to produce more precise numbers on what each option would save so the board can compare them against revenue-side changes.
