Commissioners pressing for implementation detail asked whether the comprehensive plan’s capital improvement plan (CIP) included a funding roadmap. Several commissioners said they wanted clearer guidance on grant strategies and how to prioritize CIP steps if population growth projections fail to materialize.
Jerry Conrado of Langford said the CIP lays out recommended actions and estimated budgets but is not a guarantee the city will find funding; he explained Langford does grant identification and application work and will notify city staff if opportunities arise. "This capital improvement plan is not a guarantee that we can find those funds for you," Conrado said, adding that Langford will help identify shovel-ready projects and potential grants but that a comprehensive municipal revenue or sales-tax strategy was outside the comp plan’s scope.
