Consultant: comprehensive plan is a 20-year guide; Langford to manage grant compliance and corrections

Jerry Conrado of Langford Community Management Services told the commission the comprehensive plan was prepared with extensive public engagement and is intended as a living 20-year guide, not a mandate on specific staff actions.
"This is to get this through, the general land office to show it was a resilient community plan," Conrado said, describing the grant context and next steps: after a recommendation and city council resolution the GLO will review the plan and the team will return with a final ordinance if needed. Conrado and other Langford staff said most of the heavy lifting on grant applications and grant-eligible project identification is part of Langford’s service model, and that grant application support is provided at no cost when a project qualifies.
Langford staff also summarized a review of city ordinances and recommended that the commission prioritize about three to four enforceable ordinance updates — for example, building-code recognition, targeted floodplain management changes and other development regulation updates — to align with GLO resiliency requirements. The firm agreed to confirm the specific Hays/Bastrop references and any missing annex materials and return corrected files to the commission ahead of further action.
