Capital improvement projects and grants manager Danielle Russell presented the staff-recommended FY2027 capital budget and six-year plan to the board on Feb. 24, describing priorities, sequencing and debt limits.
Russell said the FY2027 capital request totals $86.2 million and the six-year program is $569.4 million, with transportation as a primary driver and education representing a major share of investment. She emphasized sequencing to avoid overlapping major projects — peak construction is shown in FY2029 and FY2030 — and noted a proposed $12 million general-fund contribution that may be adjusted. "Overall, the plan is structurally balanced for FY 2027," Russell told commissioners.
Staff also reviewed debt policy targets intended to preserve the county's AAA rating, including a 9.5% debt-service-to-revenue cap and a 1.8% debt-to-assessed-value cap; current projections place the county well under those thresholds but projected borrowing could approach the 1.8% cap in later years. Commissioners praised the clarity of the presentation and asked staff to provide additional long-range details on school facility planning and bonding options ahead of the March 24 public hearing.
