Staff point to OpenGov and 311 as tools but councilors say communication gaps persist
Summary
Staff said OpenGov and 311 provide cross-department visibility and workflows for zoning, housing and code cases, but councilors and the chair said multiple departments issuing tickets at the same location created confusion and delayed action in the Orleans Street case.

Councilors pressed staff on how departments communicate when multiple tickets are issued at the same address. The chair said Orleans Street "bothered" him because different departments issued citations and nobody always knew what others were doing; he asked whether the city sees overlapping fines as a warning signal.
Steve and Keith said the city now uses OpenGov (tied to 311) and conducts group inspections regularly; staff said inspectors, housing, zoning and building divisions coordinate and that OpenGov allows staff to see existing violations and payment status. Keith also explained the practical steps for grouping zoning, housing and other violations before referring a property to the law department for court action.
Staff encouraged residents to file complaints through 311 so the complaint is traceable in OpenGov and staff can prioritize emergency conditions within 24 hours. Councilors asked staff to review whether notifications or automatic flags can better surface repeat locations to elected officials.
