Chair opened the Sustainability and Environment Subcommittee meeting to continue a review of illegal dumping after a large pile on Orleans Street prompted neighborhood concern. The chair said the pile contained diapers, milk and eggs and at times threatened the sidewalk and street, and he said cleanup 'took a little too long.'
Councilor Jerry Martin and other members framed the Orleans Street case as an example of repeat offenders and absentee-owner challenges that produce recurring blight. Jerry Martin thanked staff for prior work and urged the law department to help provide stronger enforcement "teeth," saying stronger accountability is needed for repeat ordinance violators.
Staff gave a factual account of the Orleans Street response: zoning inspectors issued daily-violation notices that accumulated to about $3,100 from October until the property was cleaned up, and housing and code teams grouped violations before sending cases to the law department for further action. Keith O'Connor explained that in the Orleans Street case the owner, who lived out of state, ultimately had an attorney and arranged cleanup following court engagement.
The subcommittee agreed on follow-up steps including a request that the law department compile a plain-language memorandum of existing fine authority and cross-department ticketing practices for the next meeting. The chair scheduled a follow-up meeting in about four weeks to review that material and next enforcement steps.
