Board clarifies clean‑water utility exemptions; staff says fees won’t change

Planning staff presented ordinance 25‑45 to amend municipal code section 140‑85 and explicitly include SSRO‑zoned parcels in the village’s list of exempted lands for the clean‑water utility. Staff and legal counsel told the board the change is intended to preserve exemptions that have existed for undeveloped, conservancy and similar lands and is primarily an administrative cleanup tied to rezoning actions.
"None of the property that was...that is going to be exempt after your action tonight, should you approve this, is new," counsel said, adding that most of the parcels were already exempt under existing policy. Board members asked whether the amendment would affect tax bills or stormwater fees; staff replied there should be no change to what current developed parcels pay and that only undeveloped land status is exempt.
