City holds streetscape plan for medical district on shelf pending partner decisions

Allison Steadman and Andy Hesser briefed the board on the medical-district streetscape plan and the project-and-financing-plan update. Steadman said the streetscape master plan is ‘‘on the shelf’’ and staff will bring a detailed update to a future meeting once timing and partner decisions firm up.
Hesser said the city is in frequent talks with hospital systems and developers but noted a constitutional limitation: because the hospital site lies inside Parkland’s taxing jurisdiction, the city is prohibited from using TIF funds to participate directly in constructing a medical facility. "We are prohibited, by state constitution from participating directly in the medical facility, with our funds because it's already you'd be we'd be double taxing," Hesser said. Staff said the TIF can participate in surrounding infrastructure and streetscape work, and that the plan—already designed to accommodate utilities and DART turning movements—is ready to be updated when a partner emerges.
