Nabilah Lenore, director of planning and development, presented draft ideas to update Garland Development Code (GDC) townhouse standards after multifamily code changes related to SB 8 40. Staff suggested a hybrid approach borrowing multifamily articulation standards, requiring a menu of architectural elements, exploring private access easements and rear alleys, and creating a points-based amenity system scaled to development size.
Lenore said the intent is to allow townhomes in more districts while preserving design quality: "We can require some front porch areas... these are these type of things can be included as an option for developers to choose from." Council raised questions about maximum heights (existing 35 feet / 3 stories), whether private streets are practical, HOA requirements for infill projects, and the ability to require specific materials. The city attorney cautioned the council that the city cannot impose requirements that are more stringent than applicable codes in a way that would effectively punish developers for not following preferred design elements.
Council asked staff to return with more analysis (including definitions of 'infill' vs. larger projects, townhouse versus multifamily counts, and clearer parking/maintenance proposals) before advancing any ordinance; staff indicated they would refine the proposals and bring them back for further discussion.
