Windsor Locks Board of Education unanimously votes to expel student for one year

The Windsor Locks Board of Education voted unanimously Dec. 3 to expel a student for one calendar year after hearing testimony in executive session. The motion to adopt the findings and facts presented in executive session was moved by Greg Guyette and seconded by Amber Mortensen-Hurdle; the board recorded that the student “has therefore committed an expellable offense.”
Superintendent Shawn Parkhurst, Director of Pupil Services Joshua Robinson and Coordinator of Pupil Services Rachel March provided testimony in the closed hearing and were sworn in before giving statements to the board. After recessing and reconvening, the board approved a motion that the student “is hereby expelled from the Windsor Locks Public Schools, including all school-related activities, curricular or otherwise, for a period of one calendar year beginning December 3, 2025 and ending November 20, 2026,” and adopted the administration’s recommendations dated Dec. 3, 2025 as presented and amended.
Board Member Alba Osorio opened the special meeting at 5:07 p.m.; the recorded meeting attendance lists Alba Osorio, Greg Guyette and Amber Mortensen-Hurdle as present, with Lindsay Cutler and Dennis Gragnolati absent. The board entered executive session to preserve confidentiality of student records and to conduct the expulsion hearing; witnesses were invited and sworn in for testimony. Following additional closed-session testimony on penalties, the board recessed and then reconvened to vote on the final expulsion order.
