Dahlke said he could not recommend proceeding at that price and outlined options: re-bid the project, attempt to modify the agreement to permit in-house work, or locate another contractor; any in-house execution would slow the schedule.
Commissioners asked staff to continue outreach to contractors and noted concerns about endangered-species timing (deadline June 28 for some species work). The commission did not authorize an award; members said they would report back with options and, if necessary, formally reject or re-solicit bids when appropriate.
