The St. Clair County Commission held the required annual public hearing for the FY27 Section 5311 (53.11) rural public transportation grant and approved the application and related documents.
Janet Smith, director of St. Clair County Public Transportation, told the commission the grant combines federal funding with local match funds to support administrative operations (80% federal/20% local), operations (50/50) and vehicle capital (80/20). She described hours of operation (6 a.m.–6 p.m., Monday–Friday), a current fare structure ("$2 per 5 miles and $1 for each additional stop") and that all 21 vehicles are wheelchair accessible. A public hearing is required annually to qualify for the grant; no members of the public spoke during the hearing, and the commission voted to close the public hearing.
Chairman Beckman moved approval of the FY27 53.11 grant application and related documents. Commissioners noted that personnel changes proposed in the grant are "proposed" and would require separate hiring approval at budget time. The motion to approve the application carried by voice vote.
The commission directed staff to make the detailed service description and project budgets available upon request and to pursue hires only through the regular budget process.
