Council adopts FY2027 Community Policing Fund budget with $4.985M CIP transfer

The Grand Prairie City Council approved the FY2027 budget for the Community Policing Fund, presented by Assistant Director of Police Ryan Simpson. The fund, financed primarily by a 0.25¢ sales tax, shows revenues of just over $13 million and currently supports 69 sworn police positions.
Ryan Simpson told council the budget includes routine expense adjustments and a $4,985,000 transfer from the fund balance into the CIP to replace the Public Safety Building roof, replace the generator and fund part of an evidence-storage facility at the Public Safety Building campus. Simpson said those transfers leave a fund balance of roughly $5.6 million, about $2.8 million over the fund's balance requirement.
During public comment Harold Willis asked whether any of that money would be used to purchase additional Flock Safety cameras; Simpson said the Flock contract is an existing line item but the presented transfer was for infrastructure work on the Public Safety Building and not a new camera procurement. Council moved and approved the resolution adopting the budget.
