Applicant Mr. Stark outlined his background and argued that the current SASO is designed for commercial flight schools and requires facilities and staffing that make it infeasible for single-instructor operations. "These requirements were designed for large commercial operators, not individual CFI," he said, describing his 22,000 flight hours and the realities of operating with one or two aircraft.
Commissioners and staff discussed federal grant assurances and the regulatory differences between Part 61 independent instruction and Part 141 flight schools. City staff noted the current SASO references briefing-area and office requirements that the applicant does not meet; city attorney and other commissioners flagged FAA grant-assurance obligations (including Grant Assurance 22) and the need to ensure nondiscriminatory access. Commissioner Charles moved to postpone consideration until city staff and the city attorney review the legal and operational questions raised; the commission approved that motion.
