Planning staff and an engineering representative described how earlier traffic impact analyses (TIAs) and a state municipal agreement have shaped long‑range plans for Highway 165 improvements and how transportation fees from developments help fund phased upgrades.
An engineer identified past TIAs from the early 2000s and a subsequent TIA that included Highland Estates and Village Green to plan out connections across the broader area and account for growth. Staff noted that portions of required transportation fees were previously paid and that additional developer payments tied to a 2004 memorandum would be required; the transcript mentioned payments such as $36,000 already paid and other amounts discussed as remaining obligations to help fund improvements.
Staff said that future TIAs will be required for the current proposal and that coordination with the Department of Transportation is typical for any work connecting to State Highway 165. The planning staff also pointed to existing roadways, sewer and stormwater infrastructure installed under earlier approvals that will be evaluated and possibly modified to serve the revised building layout.
