Garland staff: tax base up 9.6%; proposes 3¢ shift from debt to operations

City staff told the Garland City Council on July 28 that the city's certified property tax base increased 9.6% from the prior year and presented a proposal to shift 3 cents of the tax rate from debt service to operations and maintenance.
A staff member told the council, "Our total tax base increased 9.6% from the prior year." The presentation broke the growth down by class: residential growth of 5.6% ($932,000,000), commercial growth of 10.4% ($856,000,000), and business personal property growth of 26.8% ($942,000,000). The staff member said the proposed rate shift "would move 3¢ from the debt service portion of the tax rate to the o and m tax rate," and framed the change as a way to "enhance services and protect core services while also providing some relief for homeowners."
Staff also set out the procedural calendar for final decisions on the budget and tax rate: a council discussion on Aug. 3, a public hearing on Aug. 4, a special session/public hearing on Aug. 11, and final action (including adoption of the FY27 rate and fee ordinance and related ordinances) on Aug. 17. The staff presentation noted the certified values were received last Friday and that the calendar is intended to allow public comment and additional council review.
Council members did not ask substantive questions during the meeting; staff said additional hearings will provide opportunities for public input before any final adoption of rates or ordinances.
