Finance and department staff outlined multiple fee changes included in the proposed budget. Staff said the landfill automatic-dumping fee would increase modestly (for example, from $47 to $50 per ton for certain vehicles) and argued the adjustments align the city with regional averages. On code enforcement, staff proposed raising a single-family rental permit fee from $65 to $250 to shift to an annual-inspection model that peers use; the change is intended to fund inspections and administration and to make Garland’s program consistent with metroplex cities.
Council members pressed staff for more detail and local context. Councilmember Luck asked specifically about the farmers-market permit fee and city staff said the fee was required by a change in state law and that the health department could provide additional detail later. Deputy Mayor Pro Tem Dutton asked landfill staff to study whether higher fees would drive customers away; city management said staff would return with market analysis and pros-and-cons for August consideration. "We will have any subsequent presentations from any... department that's proposing a fee change at the request of council," staff said.
