Residents press board on reserves, election method, bussing and spending transparency

During the public-recognition periods at the March 10 meeting several residents pressed the board for more information on the budget and governance practices. Deb Spratt asked, “Where will the district be with reserves after the budget is prepared?” and raised follow-up questions about staff raises, programming, mental-health services and the tax rate.
Rob Fries asked why Avon elects board members to specific seats instead of at-large positions, warning that this method could cause top vote-getters to compete for the same seat. He also asked whether spending from reserves would show if any expenses are state-aidable and how the district records reimbursements. Mr. Fries asked whether projected interest is factored into reserve calculations; Dr. Pacatte said reserves are being adjusted based on recent data. Mike Garrett requested that minutes include instructions for where to find more information; the board said it would look into adding guidance to minutes and posting materials on the website.
In a second public-comment block Amanda Schroeder asked about the district’s Corrective Action Plan and “whether the district plans to spend down to nothing?” Board members and Dr. Pacatte replied the CAP includes plans to “right size” reserves and that retained amounts differ by reserve type. The board committed to providing additional detail later and making presentation materials available on the district's budget webpage.
