Planning staff gave an overview of the county's updated development-review process and the Encompass electronic submittal portal, effective Nov. 10, 2025. Staff said the new three-step process (concept, detailed preliminary, final approval) allows applicants to submit at any time and aims to move more complete, detailed site plans to the commission for review.
"As of 11/10/2025, all new planning applications, which were like site plans, subdivision, administrative plats, they were to be submitted electronically via the Encompass portal," a planning staff member said while walking commissioners through steps and review cycles. Staff explained that step 1 is a concept phase with limited agency review (stormwater still requires full approval), step 2 requires full agency review and acceptance for detailed plans before the Planning Commission packet, and step 3 is final approval. Staff also clarified that submitted portal records are public and can be requested via PIA, though preliminary concept materials are typically seen by the commission later in the process so members see more complete plans prior to action.
