Commission approves PD boundary expansion for Goodland River Bend; developer details master-plan open space

On July 28 the City of Grand Prairie Planning and Zoning Commission voted unanimously to approve ZON26050014, a planned-development (PD) amendment to expand an existing PD boundary for the Goodland River Bend project.
Staff told commissioners the amendment would add acreage that the applicant is seeking to annex into the city so the PD can coherently allow mixed residential, commercial and open-space uses. Staff said the amendment aligns with the South Gate Corridor plan and would require the developer to construct infrastructure such as utility extensions and the Lakeview Drive roadway before residential construction.
Ron Khosa, a representative of the applicant, answered commissioner questions about design and public amenities and described the development’s design guidelines. "We have very intensive design guidelines ... For each pod or section that we develop," Khosa said, explaining how materials, massing and visual corridors will be controlled. He also told the commission: "So this is overall about a 197 acre tract," and said that, after accounting for mixed-use and residential areas, more than 100 acres of open space would remain in the PD.
Commissioners asked staff to clarify authority in the extraterritorial jurisdiction (ETJ) and the timeline for annexation; staff explained the city lacks zoning authority within the ETJ but retains subdivision authority there and said the longer-term plan for annexation across Ellis and Johnson County sides could take roughly 20 years as bonds and infrastructure investments are paid down.
Commissioner Ken Presley moved to approve the zoning change "as per DRC recommendations." The chair announced the motion passed unanimously.
The amendment sets the PD framework (mix of residential types, mixed-use nodes, and open space) and requires the developer to construct indicated infrastructure; future phases and plats will be considered as the infrastructure is installed and annexation proceeds.
