Kathy said the village's fund balance would be reduced to about $11,000,000 — roughly 42% of operating expenses — after those one-time transfers, still above the 25% policy minimum. She listed one-time items that include RecPlex generator repairs and parks maintenance, and described scheduling and publication requirements ahead of the hearing.
The presentation stressed these are one-time uses; routine recurring spending would require ongoing revenue or reallocation in future budgets.
