Shorewood adopts groundwater protection ordinance to meet IEPA requirements

Village staff told the board that a groundwater protection ordinance is required by the Illinois Environmental Protection Agency to finalize remediation of a historical fuel-tank leak. The ordinance would prohibit potable supply wells within the defined plume area and bring the village into compliance with IEPA requirements.
"It was required that all properties within this specific area where the plume where this pollution is located, this area cannot be on a private well," Public Works said. Staff said the last parcel in the area has been switched to village water, and adoption of the ordinance would complete IEPA’s requirements. The board approved the ordinance on first reading and voted to waive the second reading.
Council and staff discussed whether the ordinance should remain a first read for additional dialogue; staff and legal counsel indicated enforcement would rely on standard notices and, if necessary, legal action to enforce the annexation agreement or ordinance provisions.
