Canaan board approves budget amendments, highway bidding and inter-municipal MOU

At its Feb. 10 meeting the Canaan Town Board approved a slate of resolutions and motions including budget line transfers for 2025 and 2026, authorization to bid highway materials, and an inter-municipal MOU enabling fire companies to operate a traffic-light generator; votes were unanimous or unanimous among attendees.
The Canaan Town Board on Feb. 10 approved multiple resolutions and motions that the supervisor characterized as routine compliance and housekeeping. "This resolution is required by NYS but the town has not previously taken this action," Supervisor Brenda Adams said when introducing Resolution 56, which the board approved unanimously among attendees.
Other formal actions taken included Resolution 57 (2025 budget line-item transfers), Resolution 58 (2026 training-related budget amendments), Resolution 59 (annual Highway Department Section 284 agreement), and Resolution 60 authorizing the town to go out to bid for highway materials and services. The board also approved an inter-municipal MOU with the Canaan, East Chatham and Red Rock fire companies concerning a traffic-light generator, and motions to pursue Climate Smart Task Force reimbursement for EV chargers at Stoddard Park and to reschedule the Spectrum franchise agreement to a March public hearing. Votes on routine items were recorded as either 3 AYES (when one member was excused) or 4 AYES after Councilperson Nightingale joined.
Supervisor Adams said the town will review insurance coverage levels related to the Official Undertaking resolution and clarified procurement practice during the bid authorization discussion: the town may select a "best value" proposal rather than automatically accepting the lowest bidder. The board also approved forming a not-for-profit entity to raise private funds for town projects and a transfer of funds to HRA accounts. No motions failed or were tabled beyond the previously noted temporary tabling of Local Law #1 of 2026 pending Councilperson Lifsec's availability.
