Shorewood swears in two officers as department wins ILEAP Tier 1 accreditation

Mayor Clarence C. DeBald opened the April 28 meeting by reading a National Police Week proclamation and swearing in two newly hired officers, Jose Zapata and Tyler Garrett. DeBald said Zapata had prior experience with the Cook County Department of Corrections and the Berkeley Police Department, and that Garrett completed law-enforcement studies at Joliet Junior College.
Chief Philip Arnold and representatives from the Illinois Association of Chiefs of Police presented an ILEAP accreditation plaque recognizing the department's policies and procedures. "Today, I'm here to congratulate the Shorewood Police Department on becoming accredited," said Chief Brandon Campbell of the Illinois Association Chiefs of Police. The village noted Shorewood achieved Tier 1 accreditation on Feb. 13, 2026; staff credited deputy chiefs Barton and Brian Paulson and Commander Danielle Malone for much of the accreditation work.
