Councilors voted by voice for Resolution 2027-1 (power), Resolution 2027-2 (water, 3.5%), Resolution 2027-3 (sewer) and Resolution 2027-4 (garbage).
Council discussion focused on clarifying state-regulated low-income thresholds for water assistance and the city’s billing role for garbage fees. Council member S3 asked whether low-income categories constituted a state threshold, and staff clarified that eligibility is set by state regulation. On garbage rates, the council noted the request originated from the service provider and that the city’s involvement is limited to billing and collection, not service management. “We don't manage it. We don't have anything to do with it other than we support the billing and collection of those fees,” S5 said in explanation of the city’s role.
