Residents raise concerns about hyperscale data centers, tax abatements and city transparency

Several residents used the public-comment period to press the council for clarity about data center projects, tax abatements and how homeowners and small businesses might be affected.
Greg DeGarmo (speaker 10) highlighted Hutchinson’s role hosting major events and said the city must be ready for associated traffic; he supported some planned signal removals but urged careful planning. Mark Alber (speaker 11) brought a broader transparency proposal and said he was concerned about large hyperscale data centers and tax incentives, asking whether third-party environmental studies have been done and whether the fire department could handle a data-center fire. "I know our fire department cannot handle a fire in a data center," Alber said.
Duke Duvall raised the unmowed-lot issue and asked again whether residents would be charged the additional 2% at restaurants under the CID; staff clarified the CID applies to businesses on the first floor and that customers would see the additional sales tax at affected businesses. City staff also invited residents to an Aug. 12 open house on data centers to gather input on possible regulations.
The council did not adopt new regulations at the meeting; staff said they will continue outreach and review.
