East Lyme appoints blight officer and pension board members; authorizes mutual release after executive session

At the Aug. 5 meeting, the East Lyme Board of Selectmen voted to appoint William Mulholland (zoning official) as the town's blight enforcement officer, returning the combined duties to the zoning official role. The motion passed by voice vote; one member was absent.
The board also appointed Grant Livingston (term to expire Jan. 3, 2028) and Steve Larson (term to expire Jan. 3, 2030) to the Pension Board after candidates summarized relevant financial and fiduciary experience. Livingston described 30 years' experience with a third‑party administrator and work with actuaries and plan sponsors; Larson's appointment was supported by a board member noting his finance‑and‑management background.
Later the board moved into an executive session at 8:36 p.m. to discuss personnel matters and returned at 8:46 p.m. with no votes taken in session. The board then unanimously authorized the First Selectman to sign a mutual release as discussed in executive session and adjourned at 8:48 p.m. The board recorded that no formal votes were taken during the executive session.
