Magistrate Harrison Poole found competent substantial evidence to support a violation. Because demolition or removal may require permits and historic‑district review, the magistrate set a compliance schedule that allows for permit processing and ordered the property into compliance; administrative costs of $182.28 were awarded and a $250 per day fine will begin if the dock remains after the deadline. As Rimes told the hearing, the photographs "fairly and accurately depict the condition of the property" on inspection.
