Staff presented Amendment #01 to the Letter of Agreement between the City of Monroe and the Long Tom Watershed Council associated with Oregon Health Authority Grant U24004. The amendment extends the project completion date to Oct. 2, 2026, incorporates required federal contract provisions, and reconfirmed Monroe as the fiscal sponsor for the grant.
Staff told Council that approximately $26,000 remains available under the grant to support stormwater infrastructure projects upstream of Monroe's water intake. The amendment also incorporates federal requirements including funding disclosures, whistleblower protections, nondiscrimination provisions, records retention, and property-rights language. The Council approved and Mayor Sheets signed the amendment at the meeting.
