Police and fire chiefs warn of rising attrition and recruitment challenges

Leaders from the police and fire departments told the council that recent departures are straining public-safety staffing and that recruiting experienced lateral hires is difficult without more competitive pay.
Chief Stoker (speaker 12) said the department lost three officers in recent weeks, leaving several positions to be filled by first-year officers and creating a pipeline challenge: “We lost 3 officers in the last few weeks... we don't have a good lateral, recruitment pipeline,” he said. Stoker and others warned that continued attrition or lower pay will increase long-term costs and service risks.
Council members and staff said they did not want to cut personnel and emphasized protecting core services. The council asked staff to consider recruitment pipelines, academy sponsorships and other steps, while protecting current staffing levels where possible.
