Clinton council will delay filling vacated seat until after election, sets Nov. 18 special meeting

The Clinton City Council decided on Oct. 14 to postpone filling the council seat vacated by Council Member Gray until after the coming election and to hold a special meeting on Nov. 18 to conduct interviews and make an appointment.
Mayor (speaker 5) told the group that the usual 30-day deadline to fill the vacancy would fall around Oct. 29, and cautioned that appointing a current candidate could create unfair advantages or procedural complications. “If we appoint somebody that’s running, it can either be an advantage to them or a disadvantage to somebody else,” the mayor said.
Staff advised the council that state law requires at least 14 days’ public notice and that interviews must take place in a public meeting; city manager Trevor (speaker 3) recommended a special meeting because the process could run long. Council members agreed to publish the notice promptly and accept applications through close of business on Oct. 10 to give members time to review materials before Nov. 18.
The mayor said staff would prepare the application packet and notice; council members discussed moving forward with interviews at the Nov. 18 special meeting and completing the appointment within the extended statutory window.
